How is it calculated to know how much to pay?
The units used will be multiplied by the cost per unit.

No, it has to be a check meter to a flat for a synchronised reading.
In a situation where this is being used for four apartments and one person deviates from payment, how do you isolate the person when the remaining three paid their own?
Although this is not common but it can be manually controlled by a switch to cut off anyone who doesn’t respond to payment. It could be a circuit breaker or a changeover.
Can it be used with a postpaid meter in case it's a house without a prepaid meter?
Yes, but it doesn’t serve as a prepaid meter.
Is it transferable?
Yes, it can be moved from one state or country to another.
